What is NCIUA’s Strengthen Your Coastal Roof and Strengthen Your Roof Grant Program(s)?
A pilot program that will provide grants for a roof replacement with an IBHS FORTIFIED Roof. This program is open to eligible policyholders.
What is the difference between Strengthen Your Coastal Roof (SYCR) & Strengthen Your Roof (SYR) grant program?
The SYCR provides grants up to $6k for inland properties, while the SYR provides grants up to $10k for barrier properties.
Is the grant taxable?
Currently, grant funds carry a tax liability. The policyholder accepts responsibility for all tax liability with the receipt of the grant. The NCIUA will require a completed W-9, which is a request for the policyholder’s taxpayer identification number. The policyholder should consult with a tax advisor regarding any tax implications.
Who is eligible to receive the grant?
This pilot program is limited to policies written by the North Carolina Insurance Underwriting Association (NCIUA). Policyholders must have a current, eligible policy that was effective 30 days prior to applying for the grant.
What dwelling types are eligible?
Any single-family detached homes (including modular homes), two-family dwelling units (duplex), townhomes (each unit must extend from foundation to roof), and manufactured homes built after 1994.
What is IBHS?
The Insurance Institute for Business & Home Safety (IBHS) is an independent, non-profit, scientific research, and communication organization.
How is an IBHS FORTIFIED Roof different from a normal roof?
An IBHS Fortified Roof meets a specific standard, designed after decades of research to provide greater protection from natural disasters.
Stronger Edges: Roof damage often begins when wind gets underneath the roof edge and rips it away from the home. FORTIFIED requires specific materials and installation methods, including a wider drip edge and a fully adhered starter strip, creating a stronger system.
Sealed Roof Deck: If wind removes roof covering, it exposes the wood beneath and allows water intrusion. FORTIFIED requires roof decks to be sealed to prevent this type of damage.
Better Attachment: Instead of smooth nails, FORTIFIED requires ring-shank nails installed in an enhanced pattern to help keep the roof deck attached to the home in high winds. Ring-shank nails nearly double the roof’s resistance to wind forces.

How long does the IBHS Fortified Roof designation last?
An IBHS FORTIFIED Roof designation lasts 5 calendar years. At the end of that period, a re-designation inspection is required to maintain the current designation level. If there have been no substantial changes and the roof covering is within its life expectancy, the designation can be renewed for another 5-year period.
